Does donning a hoodie automatically up the shade/threat level? What if it is cold, windy and or rainy?

Yeah like sunglasses are only weird indoors and at night I suppose. I had this friend who has borderline personality syndrome. I call him Psycho Frank. I came across him at midnight wearing his hoodie down low and dark sunglasses. Recently he painted his entire house white on the outside. The walls, the screens, even the trees. It made me think of Alice in Wonderland. You could paint the roses red. :/
