I'm from Canada! I can't tell how cold it is in this picture. Also if she lives close by and it's not like snowing out. Than it's not to bad. But the answer is no... at least here this time of year it's cold enough. Unless I'm 30 second walk or less I'm not leaving the house like that this time of the year.

It was unseasonably warm - in the low 40s F - earlier today here in southeast Wisconsin, and I saw a young woman at the grocery store in shorts and flip flops. (She was wearing a hoodie as well.)
