I think it's the weave of them. Bigger weave of the fishnet usually makes a leg look bigger and smaller makes a leg look more like their natural shape.

Honestly, I think it is a tough look to pull off no matter what. Ultra skinny girl legs have the benefit of looking naturaly femine because they are so petite, though in my opinion they are not nearly as attractive as normal/thicker legs. Personally, I prefer my women with less clothes on anyways so thigh highs are unnecessary ;)
