Is there someone that could give me advice on making a certain cosplay?

I want to make a cosplay of a certian character, but I need advice on how to make his jacket. The jacket is a relatively simple design, I just don't know what would be the most cost-effective way to make it.

When my daughter does this she first gets the basic design in her head, looks at second hand stores for the appropriate style. If it can be found she determines whether or not the fabric can be dyed or painted. If she cant find what will work, she either sews it or she finds something she can alter into the appropriate style.
Takes a decent amount of time and planning.
