If it took place at all, it seems to me that he was more than likely a bedouine, living on the outskirts of Mesopotamia, and was mocked for such a crazy idea.
Let's no forget though, that every tribe, from every culture, from every religion has a flood story. "The Flood" is not exclusive to the Abrahamic religions.
