If by ex president you mean Trump then it's not a question of being allowed, Trump simply can't be controlled/contained. He's like a defiant toddler. He doesn't listen. When you tell him not to do something it's like a challenge to him.

He thrives on mayhem and hate. He pushes buttons and riles people up, and the media love it. Everything is a joke to him, laws do not apply, nothing can touch him (so he thought, until today).

Usually the lawyer advise against it but this guy isn't smart enough to keep mum;he may be in breakdown mode soon,if he isn't now

He has access to money. That is all that matters in America.
