How do I punish my kids

I've tried everything so they can just behave but they won't listen and I've had enough.

Listen to them, tell them you love them, set them clear rules and explain to them why the rules are important. If they break the rules, tell them that the next time, they will be spanked. If there is a next time, spank them, hard.
