My son was so mean today

We went to this play area for mostly toddlers but since it was a holiday there were many older children, my son was playing with two maybe 8 year olds and there was this little boy with special needs he had a pacifier and was around 9 maybe, my son kept asking him why are you shouting like that? And laughing and mocking him, of course I tried to intervene distract him and stop him, eventually he got bored and went to play with the other kids, I don't like bullying I was a bully at school and I hated it, but at the end of the day he is still a toddler he doesn't understand, he was literally acting like one of the characters of south park 😂
