Nope. It's your child and you have a duty to protect them and decide what is best for them.

That also includes the way people handle them. People have filthy hands and the amount of people who admit to not washing their hands after things like using the restroom is atrocious. With what's happening in the world these days they should know better than to do that anyway.

No, not at all. They should definitely ask but even then, I wouldn't ask. I just wouldn't touch a stranger's baby. It's weird.
I'd smile politely and say oh please don't touch my baby. He/she has a cold. Thank you!
i wouldn't even think of doing that....just like you wouldn't see me touching old ladies melons....the ones in their shopping cart of course 🙃
