I am really curious why

I have heard of stories over and over with how strict and rough parent's was in the 50s up to the 70s was. I mean today if a parent acted like that it would be considered as child abuse. But back then it was normal

There was parental neglect then and it still exists. I was walking the dog two days ago when I saw two little girls, probably 4 or 5 years old, in the playground. They left and walked ahead of us to the pond, which is about two acres of water lilies, bogs, and snakes. They were playing on the fishing pier when I got there. Not an adult in sight. Fortunately, the water is only about two feet deep because of the drought, but still.... Finally, they walked down the trail and turned toward the houses one street over. I realize our neighborhood is fairly safe, but I wonder if the parents even knew where the girls were.
