Consistency. Every time they do it make a big deal. "Ouch. That hurts! I do not like that!"...then sit them down in a chair and walk away. If you are playing with them say "I cannot play with you anymore you are hurting me "...also keep an eye on what causes it each time.
My kids had this issue my daughter more than my son she was difficult to break but this is what eventually worked.

@Cavedweller: Also a former preschool teacher/director..very frustrating stuff and those little teeth hurt!
