Are parents allowed to tattoo their kids ?

No, they should not.
If they want a tattoo they can do it on their own skin, not their kids'.

No you have to be 18 to consent to a tatoo. Why would anyone put a kid through thst much pain anyway?

I don't think there is anything against saying they can't. A kid of say 17 or 16 can get a tattoo with parental consent, no? But in any case, the business can hold the right to refuse services and sells to anyone.
You mean, like livestock branding? We’ve tested it enough on animals...

It's better than what a LOT of them do to their kids.
