There are physical therapy programs that may help give your mom more reliability and confidence, training on things she can do to minimize the risk of falling. Having a transport type wheelchair in the car trunk may provide an option to avoid riskier situations. Or a walker.
I've been through this with parents and spouse. Old age and broken bones together can be devastating.

@Heartlander She was in PT for awhile to improve her strength & balance & I'm thinking she's about to go back to it.

We did that a few cycles and it really helped. The horrible fall for us happened when she tried to put on a sock with one hand while standing on one foot and holding a chair back with the other hand to keep her balance.

@Heartlander Last time mom fell, she ended up face flat in the road. I thank God she wasn't hit & killed.
