$15 a week will buy enough junk food calories to turn a 10 or 12 year old kid into an obese kid with type-2 diabetes.
SNAP payments too easily get used to feed undocumented boyfriend or get exchanged for disposable diapers. Meanwhile, SNAP payments aren't reduced to account for free school meals or WIC payments. For those who haven't noticed, childhood obesity tends to be higher for children who are fed via government subsidies of one kind or another.
I don't blame the people for playing the system except when they funnel the benefits away from their children. Every government subsidized payout system gets played. Government systems are so designed so they can be played. The blame goes to congress and government officials.

@Heartlander The reasons for SNAP abuse are as multitudinous as the families who collect those state funded benefits!
But it's not a far leap to say, (as Bobby Kennedy does), that SNAP grocery money is better spent on fresh fruit, than on candy and soda.

@4meAndyou SNAP payments are accepted at convenience stores and gas stations that specialize in junk food and inflated prices. What they sell is convenience.
