Unfortunately, (because I am NOT bloodthirsty), they will all have to be exterminated. They will not surrender. The Iranian defense forces have split into what they call a "Mosaic" pattern of defense, where leadership is widely scattered, and each individual MINOR leader will have the ability to make military decisions by themselves.
Communications are down, so they will have to rely on verbal orders relayed in person.
They will, unfortunately, fight either till they are ALL killed, OR they run out of ammo, OR until the only ones remaining actually value their own lives.
