Most likely, she would have delegated the responsibility to someone else just like Biden dumped the southern border crisis on her. However, being not too bright, she would have dumped it on someone who has less brains and common sense than she has so, she probably would have dumped it on Omar or AOC. If that didn't work for her, she would just double down and offer them another pile of money like Obama did.
