Who do you blame if kids grew up mess up?

I would say my best friend and her brother are pretty mess up. She told me that they are who they are because they grew up with bad parenting. They had slept with each other.

It's not just parenting. Think about how much time kids spend in school.
Also, I believe that from certain age, people should take responsibility for their life and quit thinking in terms of blame or wearing "a victim" label like a badge of honor.
