Typically "that" family member is a manipulative mother in law or the we*rd uncle with questionable political views and an eye for his nieces.

My family is a bit different though - "I" am maybe the we*rd one because I do not drink.

My step mom at one gathering was like, "...h0ebag doesn't drink" in a tone like I am Auntie Gertrude who has her nose in the air and carries an umbrella and a French poodle.
