Sounds exactly like my Spectrum provider's formula. All the other "competitors" do exactly the same thing so there's no escaping this preferred method. I actually looked into this with some lengthy research and discovered that although monopolies are not legal, they get around it by agreeing between themselves (namely between each company) to do this - slowly raise their prices over time after the promotional period expires - then arrive at the prices that bring them the most profit. Just as long as it's on a regional monopoly basis, not a national monopoly. There's no law against that and it's been working for years.
There's no real "competition", it's just an illusion of choice.
