Imo just let em be. You can lead a horse to water but you sure can't make him drink it. If one of them extends an arm to the other, the others gotta take it. Just keep your opinions honest that you love em both.

Is your younger sister stubborn, polite, obedient like you? Is she behaves like you? If not that's why the problem.

Most of the times, you can't do anything. If time will change her, relations between the two will improve.
