Let's say that your brother has his good qualities but when he gets angry he destroys things and puts holes in the wall, as well as self harms, he apologizes but it happens at least 3 times a month. Would you still stick around him?

As long as he wanted me around.
I would have some boundaries.
I might leave when he chooses to act out.
If he puts holes in my wall he'd be asked to pay for damages.
I might meet him in public places instead of in my home.
I would encourage him to get help for the self harm, but ultimately it's his choice.
If crossed over to physical violence then I would have to let go.
