Look around. In Denver was a guy who did work for economically disadvantaged people. I donated two sets of lightly used tires (one summer's use) a few years back. There might be someone in your area.

This was a guy who owned and did all the work. Low on the urban radar in Denver. I found him online. Then met him and saw his small shop.
