What's the best way to hang up a picture if you have wallpaper?

Wallpaper is so annoying. I have posters and frames I want to hang up, but I can't because I have wallpaper on my walls.

In the past, I have asked my parents if I can remove it myself, but they said no because "it's too much work" (even though I said I'd do it myself but that's a whole different story).
