People don't like to empathize with victims or even believe them because it makes them feel too vulnerable. If they believe that it never happened, or was a gross exaggeration, or it really wasn't that bad, or was the victim's fault...then they don't have to acknowledge that it could happen to anyone. Even to them.

Actually, there was a major article in the Globe & Mail. Police in Canada throw out 1/5 rape cases as being 'unfounded' without any investigation, way higher than other crimes. It gets as high as 1/3 or 1/2 in some cities. A lot of women aren't believed by police. :(

@TyphoidJerry: There was no mention of rape in the question, but I guess after the police investigate any decision to prosecute or not is knocked upstairs to the justice department. I have nothing but praise for the cops. They've helped me several times.

OP spoke about rape elsewhere in the thread. And no - the 'unfounded' thing is individual cops who just throw out the case as not being worth investigating without talking to anyone. It's a long article, but worth reading as it's a really big deal. I'm glad the cops have been good to you though :)
