How does one sort out Justice and Forgiveness as one's belief system? As a Christian!

How would you juggle the the two? When does justice need to come to play and teach a person about consequences to their negative actions, and or when should one offer forgiveness and not condemn the person in question? How would one decide between the two, or is it not that easy to come to any conclusion? Especially if one is a Christian!!

I am grateful that we have a Justice system to assign punitive/correctional actions.

Judge the act, not the person. Thou shall not kill.
