Wasn't the lowest bid, but still got part of the contract

The two lowest bids owed the State back taxes the three highest bids are doing the work, we'll print the signs,one will install the posts and the other will install the signs. Our part is already completed.. wife ask what would happen if we didn't get the contract? I'd sell them to the company that did the same way I'm doing the sign posts
