If your neighbors block the steps habitually...

Do you just walk around them? Because this is what I do, especially if it's the ones I don't feel safe around. I just keep my distance and I don't answer their hostile remarks.

You could always wear hard heeled shoes and step on their fingers as you step around them.
I did this to someone by accident and they didn't loiter on the steps anymore.
The stairwell was too narrow to get by and they weren't moving so I had to scooch around them. Whoops!

Years ago a horrible man moved into the flat above me with a rottweiler. He used the pretty little communal front garden to exercise the dog in. The dog ruined it and left poo everywhere. When we asked him to take the dog for a walk he became very abusive and sat in the doorway with this threatening dog. I had a back door so used that to avoid him, but sadly an elderly neighbour was attacked and died a few weeks later. Nothing was done about him

I assume this is in the hood? Seems like typical behavior, they might be talking about what they want to study at Harvard.

@HoeBag This is in a nice Canadian city, in an artificially spruced-up area. I am trying to save up enough to move somewhere more civilized eventually. So for now I just try to keep out of trouble.
