In America you can give a person $18,000 a year tax free. Any more than that and it is taxable. Of course you can get around that by maybe setting up joint banks accounts where the person can withdraw the mony whenever it's needed.
BTW, $1,000,000 really isn't that much money. It's $250,000 per year for 4 years, $100,000 per year for 10 years or $50,000 for 20 years.
