Perhaps they were about to miss their bus or train? I know some type A personalities who would be terrified to be put off schedule by that calamity.

I have cousins who live in England and they are fascinated by them when they visit. One of them even takes pictures of all that she sees, startling some, and sometimes gets too close, forgetting that in the wild, you have to respect the distance.
