Why do people put a bolt and a nut in people's tires?

3rd time this happened. Not sure why. Long bolt with a nut or washer around it. And imbedded deep into tire. If I drive on this, I know the tire will shred. But why do people do this? It seems intentional with the size of the thing.

the nut supports the weight to keep that up right to pierce your tire... another words so it won't fall over before you get there.
