My dealings with cops in the past weren't so good. I myself have a criminal record.

When I saw a semitruck hit a car and severely damaged it in the parking lot and didn't exactly stop I followed the truck and got the license. I just left it at the windshield. Didn't feel like reporting it, don't know what came of it. Yes partly I did not want to deal with the cops.

When a woman was crying becsuse she was attacked by a purse snatcher I first ran to the area where I saw a young man running. He was gone but I saw him a little bit before that when at first he stood and when he was running quickly. This happened at a parking lot of the store. I described what he looked to an employee, what he wore, and the direction he took off to. He told the 911/police on the phone some of the things I said. The police finally arrived but I did not stay, in fact I wanted to avoid them.

If it's a big enough crime, rape, murder, I'll report it, if I have to talk to police I'll do it.
