@HannibalAteMeOut Apologies, my comment didn't really answer your question. It came to mind while i was on my phone. I think they should be punished. In the TV Series Dexter, he's a serial killer but works for the police to solve murders as he understands how they think. But then if they elude justice he kills them to satisfy his need for killing.
