So because this is fascism and we can say the f word without it being hyperbolic, we can look at how fascism operates. Part of the playbook here is to get either his "specialized" national guard in the streets, or whatever deputized militias he has available.
A huge part of fascism is open display in the streets. Gangs of thugs intimidating neighbourhoods, marches, rallies, etc. This is why "antifa" has been a thing going back to the rise of the fascists under Mussolini and nazis under Hitler.
So when the fascists are on the streets - who is going to step out to work against them? Oh look the group designated as a terrorist organization we can now use ludicrous amounts of force to take out with barest provocation.
All of this is about escalating to military crackdown on civilians.
