Why should the trucker get in trouble if they have too much weight in the truck?

Shouldnt it be the company’s fault for telling the driver to go pick up that heavy load?

I wonder how anyone knows, before they get to the way station, how much a truck weighs and where the weight is concentrated.
I have loaded a lot of trucks with some pretty heavy stuff and not once seen a way to weigh the truck.
