I've had that happen as voice-calls on my land-line rather than texts to my portable 'phone, many times; and always crime attempts.
I don't really know what "creep... out" means but they annoy, not alarm, me.
They probably would not know my portable 'phone number because I do not use it very often and then only for voice calls and brief text messages. It's not linked to the internet.
