Do " feral " people need a tranquilizer dart and neutered or spade ? Then set free back into " the wild" ?

No. The humans who do that to my feral friends actually hate us. They do it out of hatred - it's genocide.
Whenever I meet one in person they are insulting, they threaten and they brag about their murders. They aren't friendly.
