Next time he starts to lap you spin him out. Rubbing is racing.

Bring a tennis ball with you next time. When nobody is looking wedge it between the governor and the engine to disable it. You should be able to rip past anyone on the track.

Or you can bring a small crescent wrench. Below the gas pedal there's a stop bolt. Lower that bolt all the way down so you can gas it.
