I work with a 28 year-old dude who went trick-or-treating Monday night.

does that seem a little odd to you?

or should it be for all ages?
I see nothing wrong with it. Have fun, better than other things people are out there doing.

When I do participate in handing out candy on Halloween, I would like to refuse the teenagers who come around, especially if they aren't actually wearing any sort of costume (most of them don't, it seems). I can never be that strict, though.

A full-grown man, though? Only if he's carrying a toddler who hasn't quite figured out the whole trick-or-treat thing.

That weird, most grown men don't want candy that badly. Girls can pull it off a little longer for some reason.
After you get into your teens, trick or treating is just begging in costume. Halloween parties make more sense, and you can still dress up, or you can dress up to hand out candy to children.
