How long before Europe can attack Russia if they begin to rearm themselves, now?

I imagine the plan isn't to attack them, just make sure they don’t attack us. They're already attacking us, mainly cyber attacks.

Given the Rusdian performance in Ukraine Europe has nothing to fear. Russia though should be very worried Europe might decide to get rid of the Russian threat using Ukraine as cover.
