Will we ever see true justice in the courts in Europe?

I have the BBC news on, online, and the verdicts are in for a murderer of three people in Nottingham. It doesn't look like justice because the authorities seem intent on putting people in mental hospitals rather than actually away in prison, or to capital punishment.

The agencies are ineffective.

"Justice" is highly subjective. If the victims' families do not feel they have received justice, we cannot really argue with that. But the circumstances of the crime must have been exceptional to sentence the murderer to an indefinite hospital order. I wonder if the two families who complained would really have felt any different had he been given a regular prison sentence, and why? I would think it highly unlikely that he will ever be released from confinement.
