Yes, black light does that effect, it's awesome, not sure though if it's safe to be exposed to it too much.

I am staring and staring, and it does not move for me.
(OKAY, after I typed the line above, I kept staring, and I finally could get the illusion of a little bit of slow movement, but I really have to work to see it.)
@DrWatson It also works better if you keep your eyes on the title of the post, some movement can be seen without direct focus. I think it's something that some can see and others can't ☺️
@SW-User haha...actually it's a bit more complicated than that, it has something to do with electrical impulses in the brain and our visual cortex and how our brain perceives images that are shaped in certain ways.it's just the way it is, some people see the effect of optical illusions and others simply don't.☺️

@SW-User ☺️👍 yes, it depends too on the optical illusion , some are so well made and very effective. I find them beautiful works of art, actually. Fractal images made into optical illusions are amazing.
@nonsensiclesnail That may happen, yes. I noticed also that if you cover left or right ,one side does stop moving. But if you cover with your palm the bottom half, the top can move at times and sometimes does not ☺️
