They used to have those on Yahoo! Answers. They reported anybody who disagreed with them, and because there were no employees monitoring the reports, just a bot, if enough reports were filed on a question or answer, it would be deleted. Enough deletions, you lost your account.
On the other hand, Yahoo gave out accounts the way I give out candy on Halloween, so things evened out.
