It's not common but it seems to be more than just Arabs. It was supposed to be seen as a practical thing. Much like niqabs because it prevented sand from blowing in your eyes and then it slowly became a cultural norm.

kohl is more of a muslim thing but has also spread into arab, desi, other cultures in that area. i know it was worn to protect your eyes from the sun

Only a tiny percentage of them do that. I'm from the Middle East and I never knew anyone personally who does that.

Not Arab, but it's traditional among Bedouin Arabs because it protects against the sun. Besides that, I do wear eyeliner occasionally.
