It's so strange, I can't wash the smell of rotten food out of my garbage can?

I've washed it several times now and it's spotless! But the smell doesn't disappear? It's made out of plastic

the plastic has pours and the bacteria get trapped in there. You would need caustic soap to get it out. Have you tried bleach?

Yeah, just get a new one, but keep up the cleaning on the new one, even if it's plastic. Use bleach regularly when you clean it.
