How should educational progress be measured? What might replace exams?

Practical and theoretical. Yet exams per say should never be replaced.

Problem comes in on how any conduct the exams. Written exams is only good for theoretical.

Now how could this be implemented is totally a different question.

With budget cuts it's simply impossible to implement.

I might add, cooperative exams on top of that. Yet that would cost even more. The first two should be a beginning though.

I remember once in college we were assigned teams on a project. The head of each team were the ones that did well on both the practical tests as well as the theoretical tests.

The grade was assigned to the whole team based on certain standards completed. It was our final exam.

Me being a tutor in the lesser subjects of course I was a team's head.
