How should educational progress be measured? What might replace exams?

The only viable alternative is assessment of course work, and that is used alongside formal examinations, but this does not test the ability to retain information and how to apply it to solve problems.

A corollary is that although examinations are not perfect, their results are used as entry qualifications for higher education, training or employment. So it would be difficult to see a fair replacement for that, especially as the applicant may need move to another part of the country to use those qualifications.
