It makes all the sense in the world. I used to some work with prisoners and they're getting more serious about educating inside. Some guys do it just for something to do but a lot more take it seriously.
But you're right that a lot won't get hired because they're felons. That's changing though. Unless I'm mistaken there's like 15 states that don't allow employers to ask about criminal history. I think it should be a federal law. There needs to be a real incentive.
