For the most part, yes. That doesn't mean someone without a degree is necessarily lacking in education, but a degree confirms a certain level of access to information has been achieved.

@Budwick No, this is incorrect. Start investigating the world for yourself instead of passing around memes, repeating cliches, and defending your limited thinking to avoid any effort.
In the real world, many people are shut off from information through their own limitations, either self-imposed or through no fault of their own, government control ("think" about North Korea as ONLY 1 extreme example), and social/environmental conditions.
Bringing information to society such as deploying the Internet, opening a library, etc. is indeed an achievement and anyone who thinks otherwise is most likely speaking from a small mind orientation that resembles an uneducated state. Perhaps such a person could benefit from earning a degree.

I wouldn't guess that you made a mistake.

@Budwick North Korea is in the world. If you had a degree, you might know that. If you had access to information you would definitely know that. Finally, the original question doesn't stipulate where "here" is.
