Serious question: How do blind people know where to find the braille?

Like, going through the airport, I noticed a sign in English, French, and braille. Awesome that it's there for blind people but how would they ever know it was there??

This has often puzzled me!

my son is nearly blind. But he lives in Europe. I wonder how common Braille is there
