Serious question: How do blind people know where to find the braille?

Like, going through the airport, I noticed a sign in English, French, and braille. Awesome that it's there for blind people but how would they ever know it was there??

There are routine placements in an orientation to another part of the sign they might not know the sign is even there but again such signs are placed in familiar similar places.
